Announcement: June 11, 2026 - Global Lawmakers to Deepen Cooperation on Emerging Technologies

Senior Japanese parliamentarians have highlighted the value of international dialogue on Emerging All-Domain Technologies (EADT).


Speaking at a June meeting of the Emerging Technologies Interparliamentary Caucus (ETIC), parliamentarians discussed a range of emerging all-domain technologies, including advanced unmanned systems, Unidentified Anomalous Phenomena (UAP), and other platforms operating across air, maritime, space and cyber domains.


Participants discussed the safety, security, and oversight questions raised by advanced systems operating across air, maritime, space, cyber, and other domains, including systems relevant to sensitive or restricted environments.


Supported by Australian-based Advena Research, which provides secretariat and technical expertise, ETIC is focused on strengthening scientific inquiry, international cooperation and transparency regarding emerging technologies, including UAP, in an era of unprecedented technological change.


The importance of international engagement was also highlighted during this week’s United States congressional press conference on UAP transparency, where Congressman Eric Burlison called for greater participation by governments and individuals worldwide in efforts to improve understanding and disclosure of UAP-related information.


Describing the current period as "the age of disclosure", Congressman Burlison urged governments, contractors, former officials and other individuals around the world to engage with ongoing congressional efforts to improve transparency, strengthen whistleblower protections and facilitate the release of relevant records and information.


In a prepared statement, former Japanese Defence Minister Yasukazu Hamada said establishing an international framework for these rapidly evolving technologies was now critical.


Mr Hamada said that, until now, emerging technologies had largely been addressed at a national level.


He said the Japanese parliamentary delegation, in coordination with like-minded partners around the world, was firmly committed to addressing the challenges posed by emerging technologies to safeguard airspace safety and uphold a peaceful international order.


“We aim to formulate protocols in the military and aviation sectors while creating mechanisms that promote the disclosure of non-classified information without compromising national security,” Mr Hamada said.


Building on its inaugural meeting in late 2025, ETIC reconvened this month to continue confidential, non-partisan interparliamentary dialogue on emerging technology issues.


Senior parliamentarians from North America, Japan, the European Union and Australia have attended ETIC meetings, which have been marked by growing interest in collaboration on the challenges presented by emerging technologies.


Operating as a confidential, non-partisan forum under Chatham House Rules, ETIC enables trusted dialogue on Emerging All-Domain Technologies (EADT), including advanced unmanned aerial systems (UAS), Unidentified Anomalous Phenomena (UAP) and other sophisticated platforms capable of surveillance, reconnaissance or advanced operational capabilities.


ETIC is intended to support informed parliamentary dialogue by enabling participants to exchange perspectives, technical context and non-classified information across jurisdictions.


ETIC Secretariat Lead for Advena Research, Paul Dabrowa said ETIC would continue to expand its international engagement throughout the year.


“ETIC reflects growing interest among parliamentarians in structured, evidence-informed dialogue on emerging technologies across jurisdictions,” Mr Dabrowa said.
